To use a Chinese standard, first establish whether its scope fits your task, then trace the references used by the relevant clauses and connect each requirement to a method, evidence and an acceptance decision. A standard number on a quotation is only the starting point. A document-use worksheet makes the remaining decisions visible before testing or purchasing begins.
This guide is a reading and document-control workflow for technical teams. It is not a laboratory procedure, a legal applicability decision or a statement that a product complies. Keep the complete authorized text available and involve the responsible technical specialist where interpretation affects safety, testing or acceptance.
1. Confirm which document you are actually reading
Keep the complete identifier, part, year, language and file source together. Check whether the file is a published edition, an amendment, a consultation draft or a translation. Record missing pages or annexes before asking someone to interpret a clause that may be incomplete.
The official GB/T 1.1-2020 record identifies a document about the structure and drafting of standardizing documents. That description does not make it a test specification for your product. Use our standard-search workflow to identify candidates, and the English-document guide to check language and provenance.
Version control is a separate decision from reading order. An official MEE publication announcement introduced HJ 828-2017 and withdrew GB 11914-89 upon implementation. This illustrates why an older GB reference can lead to a differently numbered replacement. It does not establish the correct method for every current project.
2. Test the scope against the real application
Write a one-sentence description of the object, material or sample and the intended task. Compare it with the scope and any exclusions in the actual text. Do not rely on a title match or a broad industry category.
For a real reading example, the official HJ 828-2017 publication text, clause 1, concerns chemical oxygen demand in specified water categories and excludes samples above a stated chloride condition. An industrial-water label alone therefore does not settle applicability. Have the laboratory check the complete boundary conditions, rather than copying a method name into an order.
- Record the object and intended use in project-specific terms.
- Identify exclusions and conditions that need evidence from the supplier or laboratory.
- Mark unresolved applicability questions as open, not assumed compliant.
- Record who is responsible for resolving each question.
3. Trace normative references to the clause that uses them
A reference list is not a shopping list of documents whose every clause automatically applies. Start with the task-bearing clause and identify what it calls up: a sampling rule, a definition, a preparation step, a measurement method or a particular section. Obtain the supporting text needed to understand that use.
In the HJ example, clause 2 lists references without years and states how their effective versions are used. Clause 8 invokes HJ/T 91 for sample collection and preservation; clause 5 invokes other documents for supporting checks. This is a traceability example, not an instruction to perform those procedures from this summary.
Build a reference register with these fields: identifier as printed; calling clause; referenced content; date rule; selected edition; source; unresolved question. Where the latest edition no longer contains the content being invoked, stop and obtain a documented technical interpretation. Do not invent a replacement clause because the document numbers look similar.
4. Handle dated and undated references deliberately
Read the referring document's own introductory wording and any special conditions. If it specifies that only a dated edition applies, retain that edition in the register. Do not silently replace it with a newer file. For an undated reference, establish the edition required by the referring text and check applicable amendments and transition instructions.
For a hypothetical document that invokes a named method with a year, ask whether your supplied file is that exact edition. For one that invokes a method without a year, record how the selected edition was established and when it was checked. These are control questions, not a claim that every Chinese standard has identical wording.
A contract, certification scheme or responsible authority may introduce a separate edition decision. Preserve that instruction alongside the reference register. If it conflicts with the document package, raise the conflict before testing; neither a supplier's preference nor a newer catalogue entry resolves it automatically.
5. Separate requirements, methods and acceptance limits
For each characteristic, identify three things: what is required, how evidence is obtained, and how the result is accepted. They may be located in different clauses or different documents. A measured result without its acceptance basis is an unfinished project record.
The official GB/T 20001.4-2015 record identifies rules for drafting test-method standards. A document's method-related title is not evidence of a product limit. Locate the actual acceptance basis for your task rather than treating a method reference as a pass criterion.
| Worksheet field | What to record |
|---|---|
| Object and applicability | Product or sample identity, scope decision and unresolved exclusions. |
| Requirement | Complete document identifier and clause; required characteristic. |
| Method and references | Calling clause, supporting document and selected edition. |
| Evidence | Report identifier, sample linkage and recorded conditions. |
| Acceptance basis | Applicable limit or criterion, its source and decision owner. |
| Disposition | Open question, accepted result or documented corrective action. |
For a hypothetical component inspection, the drawing may identify the characteristic, another document the measurement method, and the purchase specification the acceptance criterion. Fill all three links before interpreting the result. This example supplies no technical threshold or substitution permission.
6. Read annexes and close the document package
Check each annex's stated status and how the body refers to it. HJ 828-2017 explicitly labels Appendix A informative and refers to it in clause 5. Its existence alone is not an independent product acceptance rule; read the calling clause before deciding its role.
Before ordering additional documents, list the exact missing references and editions. Before accepting a report, confirm that the evidence answers the characteristic and sample actually under review. Keep the worksheet, source links, check date and responsible person's decision together. Leave unresolved items visible instead of turning a document purchase into an unsupported compliance conclusion.
When a reference is incomplete, use the standard-number guide to preserve its prefix and part, then search the standards library. Catalogue metadata helps locate a document; it does not replace its scope, clauses or project-specific technical review.
